ABOUT THE ROLE

Peterborough has been awarded £22.9m as part of the Government’s Towns Fund programme.

The overarching aim of the Towns Fund is to drive the sustainable economic regeneration of towns to deliver long term economic and productivity growth. This will be done through investment in:

  • Urban regeneration, land use planning and infrastructure
  • Skills and enterprise infrastructure
  • Connectivity

As part of Towns Fund programme, Peterborough has been funded to produce a feasibility study exploring the viability of options for the creation of a digital incubator and training hub for the city. The purpose of any such incubator, should one be required, would be to support businesses to create new digital products and services; to enable businesses to learn about and adopt new digital solutions to support productivity, competitiveness and sustainability; and to enable individuals to gain valuable digital skills, from high level programming to basic digital literacy.

KEY RESPONSIBILITIES

Reporting to the CEO the Digital Incubator Project Manager’s key responsibilities will be:

  • Project manage the development of a feasibility study exploring options and business models for a digital incubation and training hub
  • Provide a review of existing literature including National and Local Industrial Strategies, East of England Science and Innovation Audit, CPCA Digital Sector Strategy
  • Provide market analysis including market trends, case studies, supply/demand, competitor analysis, client analysis, and gap analysis
  • Undertake additional primary and secondary research to develop an evidence base to inform an inclusive growth approach and the development of the Digital City Strategy
  • Lead on stakeholder engagement
  • Identify and analyse potential locations or properties for the hosting of a digital incubator and training hub.
  • Identify and engage with potential commercial partners and other sources of funding to develop a sustainable financial model.
  • Manage the timely provision of deliverables
  • Manage procurement processes regarding external consultants where appropriate
  • Lead and manage the internal project team and external suppliers as appropriate
  • Produce interim drafts and the final report
  • Provide weekly updates to the CEO

 

PERSON PROFILE

Ideally the successful candidate will possess most, or all, of the following experience and attributes:

  • Experience of managing a digital incubator or similar/or of producing feasibility studies and business cases focused on socio-economic impact
  • Excellent project management skills, delivering on time and to budget
  • Experience in a client facing and team leading role
  • Ability to work under pressure, to tight deadlines, and balance conflicting priorities
  • Excellent written and oral communication skills, including the ability to present in public
  • Strong use of initiative and the responsibility to deliver
  • Proactive team player with excellent interpersonal skills and the ability to develop robust relationships across the public, private and third sectors at all levels
